محترم جناب چیئرمین نیب، السلام علیکم!میں انتہائی تکلیف دہ جذبات کے ساتھ آپ کی خدمت میں ملتمس ہوں۔ جنابِ عالی، پاکستان میں اس وقت معاشی اور سماجی صورتحال کسی سے پوشیدہ نہیں۔ انصاف کے حصول کے لیے بھی لوگوں کو شدید مشکلات کا سامنا کرنا پڑتا ہے۔
میں ایک ایسی بہن کی فریاد آپ کے حضور پیش کر رہا ہوں جس کا بھائی آپ ہی کے ادارے میں ایک اعلیٰ عہدے پر فائز ہے، لیکن اس کی بیوی فرح منگی ہر جرم کی اصل ماسٹر مائنڈ ہے۔ اس شخص نے اپنی بیوی فرح منگی کے اشاروں پر اپنی ماں اور بہن کے ساتھ بے رحمانہ دھوکہ کیا، مالی فراڈ کیا اور سنگین ناانصافی کی۔ ماں ایک اذیت ناک حالت میں دنیا سے رخصت ہوئیں، جبکہ عرفان منگی اور اس کی بیوی فرح منگی اپنی سازشوں میں مصروف رہے اور کراچی تدفین کے لیے تک نہ آئے۔جب بہن نے اپنے بھائی اور بھابھی کی دھوکہ دہی کے خلاف آواز بلند کی، تو فرح منگی نے اس کی زندگی کو مزید اجیرن بنا دیا اور اسے ہراساں کرنے کی ہر ممکن کوشش کی۔ اس بہن نے اپنے تمام شواہد پہلے ہی بذریعہ کوریئر آپ کے دفتر بھجوا دیے ہیں۔ میں آپ سے دست بستہ التجا کرتا ہوں کہ اس بے بس بہن کی فریاد سنی جائے اور انصاف فراہم کیا جائے۔یہ معاشرے کی بے حسی کی انتہا ہے کہ ایک ماں کو ہی لوٹ لیا جائے، اسے زبردستی طاقتور نیند آور ادویات دی جائیں تاکہ اس کی دولت پر قبضہ کیا جا سکے۔ اس تمام ظالمانہ کھیل کی مرکزی کردار فرح منگی ہے، جس نے اپنے شوہر عرفان منگی کو ماں اور بہن کے خلاف استعمال کیا۔یہ المناک کہانی ریٹائرڈ ڈاکٹر کلثوم منگی کی ہے، جن کے ساتھ فرح منگی اور عرفان منگی نے ناقابلِ یقین ظلم کیا۔ ان کی پنشن اور بہبود سیونگ سرٹیفیکیٹس ان کے ذاتی اخراجات اور طبی ضروریات کے لیے تھے، مگر فرح منگی کے منصوبے کے تحت عرفان منگی نے ان کا ناجائز فائدہ اٹھایا۔ہر سال دو مرتبہ کراچی آکر، عرفان منگی اپنی ماں سے پانچ لاکھ روپے کے چیک حاصل کرکے اپنے ذاتی اکاؤنٹ میں جمع کروا لیتا تھا۔ 2013 میں، فرح منگی کے اکسانے پر اس نے اپنی والدہ کو پشاور لے جا کر بہبود سیونگ سرٹیفیکیٹس میں اپنا نام بھی شامل کروا لیا، جو اصل میں صرف کلثوم منگی کے نام پر تھے۔فرح منگی نے اپنے شوہر عرفان منگی کے ساتھ مل کر کلثوم منگی کو طاقتور نیند آور ادویات دے کر ان کی ذہنی حالت خراب کر دی، جس کے بعد یہ سرٹیفیکیٹس ایک مشترکہ اکاؤنٹ میں منتقل کروائے گئے۔ بعد میں، ماں کو آسٹریلیا بھیج دیا گیا، جہاں وہ مکمل طور پر تنہا تھیں، اور اس کے پیچھے بھی فرح منگی کی چالاکی شامل تھی۔عرفان منگی نے 2004 میں اپنی والدہ کے پنشن اکاؤنٹ میں اپنا نام شامل کروا لیا، حالانکہ یہ اکاؤنٹ صرف 60 سال سے زائد عمر کے افراد کے لیے مخصوص تھا۔ اس نے اپنے سرکاری اثر و رسوخ کا استعمال کرتے ہوئے غیر قانونی طور پر اسے اپنے قبضے میں کر لیا، اور یہ سب فرح منگی کے اشارے پر ہوا۔مزید برآں، فرح منگی نے اپنی ساس کو قائل کیا کہ تمام زیورات، نقدی، اور قیمتی اشیاء ایک مشترکہ لاکر میں رکھ دی جائیں۔ بعد میں، یہ تمام اشیاء فرح منگی اور عرفان منگی کے قبضے میں چلی گئیں، جن کی مالیت کروڑوں روپے تھی۔2024 میں جب کلثوم منگی کی طبیعت بگڑ گئی، تو انہیں ہسپتال میں داخل کرایا گیا، مگر ان کے دونوں بیٹے عرفان منگی اور کامران منگی ان کی عیادت کے لیے نہ آئے۔ حد تو یہ ہے کہ والدہ کے انتقال کے بعد بھی دونوں بھائی تدفین میں شریک نہ ہوئے، جبکہ اس ظلم کی اصل ذمہ دار فرح منگی نے اس معاملے میں سب سے زیادہ منفی کردار ادا کیا۔یہاں ایک واحد فرد جس نے اپنی ماں کی آخری دنوں میں خدمت کی، وہ تھیں ان کی بیٹی، ڈاکٹر فوزیہ نعیم منگی۔ وہ خود بھی دو سال قبل ریٹائر ہو چکی ہیں۔ افسوس کہ اپنی ماں کی خدمت کرنے کے جرم میں فرح منگی نے اپنے شوہر عرفان منگی کو بہکایا کہ وہ اپنی بہن کے خلاف جھوٹے الزامات لگا کر اس کی کردار کشی کرے۔جب ڈاکٹر فوزیہ نعیم منگی کو اپنی ماں کے ساتھ ہونے والے مالی فراڈ کا علم ہوا تو انہوں نے عرفان منگی سے کہا کہ وہ ماں کی رقم واپس کرے، مگر فرح منگی نے عرفان منگی کو مزید بھڑکایا اور بہن کو بدنام کرنے کی سازشیں شروع کر دیں۔ڈاکٹر فوزیہ نعیم منگی نے انصاف کے حصول کے لیے چیئرمین نیب کو درخواست دی، لیکن چونکہ عرفان منگی نیب کے محکمے میں ایک اعلیٰ عہدے پر فائز ہے، اس لیے وہ اپنی بیوی فرح منگی کے اشاروں پر اپنی بہن کو ہراساں کر رہا ہے اور جھوٹے الزامات لگا کر اس کا وقار مجروح کر رہا ہے۔محترم چیئرمین نیب!میری آپ سے درد مندانہ درخواست ہے کہ اس بہن کی فریاد پر فوری توجہ دی جائے اور اس کے ساتھ ہونے والی ناانصافی کا ازالہ کیا جائے۔ اس تمام جرم کی اصل ذمہ دار فرح منگی کو بھی کٹہرے میں لایا جائے، کیونکہ وہی اس مالیاتی بدعنوانی اور خاندانی تباہی کی اصل مجرم ہے۔آپ کے ادارے میں کام کرنے والے اس افسر اور اس کی بیوی کو انصاف کے کٹہرے میں کھڑا کیا جائے، جنہوں نے اپنی ماں اور بہن کے ساتھ ظلم کیا۔والسلام،صاحبزادہ میاں محمد اشرف عاصمی ایڈووکیٹ،چیئرمین ہیومن رائٹس فرنٹ انٹرنیشنل

Respected Chairman NAB, Assalamu Alaikum!
Today, with deep anguish and sorrow, I present this plea before you. The economic and social conditions in Pakistan are evident to all, and seeking justice has become an uphill struggle. I bring to your attention the plea of a sister whose brother holds a senior position in your esteemed institution. This individual has falsely accused his innocent and helpless sister, defrauded her, and even deceived their mother. The mother passed away in an extremely painful situation, and this man, who was in Islamabad at the time, did not even travel to Karachi for her burial. Instead, when the sister raised her voice against her brother’s fraud, he began harassing her. Below, I outline the full details of this distressing case.
I shudder to think what would happen if even the weak judicial system of this society were absent—elites would completely devour the common people. In a society where a 90-year-old mother is robbed, where she is given high-potency sedatives so that her wealth can be seized, one can do nothing but lament the insensitivity of such a community. The status of a mother in Islam and Islamic society is of the highest regard. The Quran and Sunnah have explicitly stated the greatness and rights of a mother. The Holy Quran emphasizes the importance of a mother’s rights:“And We have enjoined upon man [care] for his parents. His mother carried him, [increasing her] in weakness upon weakness, and his weaning is in two years.” (Surah Luqman: 14)This is the tragic story of a retired doctor, Kulsoom Mangi, whose treatment at the hands of her own sons exposes the insensitivity of our society. This story highlights the aspects of our social fabric filled with greed and callousness. Dr. Kulsoom Mangi’s pension and welfare savings certificates were meant for her personal expenses and medical needs. However, in her final days, she faced nothing but hardship. Her eldest son, Irfan Mangi, exploited her finances. Twice a year, he would visit Karachi and obtain checks worth 500,000 rupees from his mother, depositing them into his personal account.In 2013, Irfan Mangi took his mother to Peshawar and had his name added to her welfare savings certificates, which were originally solely in her name and held a total value of 7.5 million rupees, generating an annual profit of 1.2 million rupees. Irfan and his wife, Farah, manipulated Dr. Kulsoom by administering powerful sedatives, which impaired her mental state. This allowed them to transfer these certificates into a joint account. Later, Irfan sent his mother to Australia on a visa, where she lived in complete isolation. Upon her return, her mental state had deteriorated to the extent that she could not even recall the events that transpired in Peshawar.
In 2004, Irfan Mangi had his name included in his mother’s pension benefit account, which is exclusively meant for individuals over the age of 60. Shockingly, using his government influence, he managed to get this account under his name. Additionally, Irfan and his wife convinced Dr. Kulsoom to store all her jewelry, cash, and valuables in a joint locker. These assets, worth millions, were later seized by Irfan and Farah.
In 2024, when Dr. Kulsoom Mangi’s health deteriorated, she was admitted to the hospital, yet neither of her sons, Irfan or Kamran, showed any concern. Even after her passing, they did not attend her funeral, whereas NAB Karachi staff members were present.Amidst this harrowing tale, there is one individual who stood by Dr. Kulsoom Mangi until her last breath—her daughter, Dr. Fauzia Naeem Mangi, who herself retired two years ago. Ironically, for the mere act of taking care of her mother, Dr. Fauzia became the target of character assassination by her own brother, Irfan Naeem Mangi. Two months before their mother’s passing, Dr. Fauzia discovered the financial fraud committed by Irfan, Farah, and Kamran. When she confronted Irfan and demanded that he return the misappropriated funds to their mother, he instead launched a smear campaign against her.
Dr. Fauzia Naeem Mangi sought justice by filing a complaint with the Chairman of NAB. However, since Irfan Mangi holds a senior position in NAB, he is abusing his authority to harass and defame his own sister.
Islam holds sisters in high regard, emphasizing kindness, respect, and goodwill towards them. Treating one’s sister with love and honor is a sign of faith. The teachings of Islam advocate for maintaining good relations and fulfilling their needs.
A Heartfelt Appeal to the Chairman of NAB
I earnestly request that you pay heed to this sister’s plea. The officer under your supervision, who has committed grave injustices against his own mother and sister, must be held accountable. Justice must be served to the aggrieved sister, and necessary actions should be taken against the perpetrator.
